About the Author
Elaine C. Kamarck is lecturer in public policy at Harvard University's John F. Kennedy School of Government and senior fellow at the Brookings Institution. Previously, she was a senior policy adviser to the Clinton administration and a political columnist for Newsday and the Los Angeles Times. She is author of The End of Government ... As We Know It: Making Public Policy Work.

Surprisingly easy to read.

Interesting and insightful. An insider's view of how policy is made. It will probably be a text for government classes but is a very good read for the non student as we'll. I especially enjoyed the case histories.

Brilliant, Useful Blend of Theory & Narrative

Everyone has opinions about what government "should do" and many people spend a lot of their lives trying to make a difference. And yet change is frustratingly slow and sometimes misdirected. How do things change at the federal government level?
Elaine Kamarck provides a fantastic resource and tool for anyone who wants to understand this and even more so for anyone who want to try to catalyze change. From her unique blend of academic and intellectual cred (PhD from Berkeley, professor at Harvard's Kennedy School and now head of a Center at Brookings Institution) and street cred (Al Gore's policy advisor, central role leading the Clinton-Gore Reinventing Government initiative, co-founding intellectual of the New Democrat movement and political player for over thirty years), she provides plenty of cogent theory and plenty of compelling anecdotal examples to make it real,
While many academics know the literature and theory, they rarely have any realistic sense of what happens behind the closed doors of the White House and Congress. And while memoirs of leading political figures tell lots of stories, they rarely provide any sound framework to help connect the patterns and suggest the ways one can succeed. Kamarck brings that very rare combination of both perspectives and she is concise enough to get it done in less than 150 pages!
Students of government and political science will find both the summary of theory and the killer examples they want and advocates and practitioners will find useful guidelines to prompt their thinking about how they might best proceed.
